Disability degree certificate (Catalonia, Balearics, Canaries) - Guide

The disability degree certificate ( Certificación del grado de discapacidad) is the administrative recognition of the disability and its degree of a person. It eases the access to several rights, services, programmes and benefits that compensate the social disadvantages derived from a disability, and the social barriers that limit a full and effective integration with society.

The requirements to apply are:

  • Residing legally in Spain.

  • Being registered at a Town Hall (Padrón).

  • Certify a certain level of physical, mental or sensorial disability.

CATALONIA

To request a disability degree certificate in Catalonia, you need to start the process here. Before starting the process it is important to note that once you obtain your certificate, it cannot be reviewed for worsening or improvement for at least 2 years unless there is a diagnosis error or a drastic worsening of the disability. What documents do I need? When applying to obtain a disability degree certificate, you will need the following documents:

  • Completed application form. Download the file and open it with Adobe Acrobat Reader).

  • TIE or EU resident certificate (with a copy); or NIE.

  • Copy of the medical, psychological or social reports issued by authorized professionals that tracks your condition.

  • Copy of the family book; or a document that proves the relationship if the representative is the parent of the beneficiary.

  • In case of applying with a representative, representative form.

  • Copy of the disability resolution, if issued in another Comunidad Autónoma.

All documents should be current in the moment of the application. Registering in person You can present the documents at any of the following offices:

Online registration You can register your documents online here. Follow the instructions:

  1. You need to download the form to your computer, fill in your details and save the document in your computer.

  2. You will only be able to validate the form if all fields are completed.

  3. Use the option “Examinar” on the website to upload the form along the other documents required for the application.

  4. Write down a “personal code” on the field Código Personal to identify your procedure.

Once the application form is registered, your screen will show a confirmation message and a confirmation document that you can print or download to your computer. You need to save that document. This confirmation message or “ Acuse de recibo” contains:

  • Entry date: date when the application was made.

  • Procedure ID: you will be able to track your application with it.

  • Fees (Tasas): in some cases, with the confirmation for the application, a payment letter will be issued to you to pay the administrative fee for the procedure.

BALEARIC ISLANDS

To request the disability degree certificate in the Balearic Islands, you will need to present the following documents.

  • Copy of your TIE or EU resident certificate

  • In case of applying with a representative, representative form

  • Copy of the medical, psychological or social reports issued by authorized professionals that tracks your condition.

  • Copy of the family book; or a document that proves the relationship if the representative is the parent of the beneficiary.

  • Copy of the disability resolution, if issued in another Comunidad Autónoma.

In the case of minors, both legal parents need to sign the application form. If only one of the legal parents signs the form, present an affidavit You can present the documents through any of the following systems:

  • Electronically through the common registry. You will need a C@ve or a Digital Certificate.

  • In person, at any of the registry offices of the autonomic administration or general administration. Check the addresses here

  • By ordinary mail. You have to present the documents through an open letter, so the personnel at the post office can certify the place, date, and exact hour of the registry.

CANARY ISLANDS

To request the disability degree certificate in the Canary Islands, you will need to present the following documents.

  • Completed application form. You will need to include the Social Security number.

  • Copy of your TIE or EU resident certificate and your Passport.

  • In case of applying with a representative, representative form

  • Copy of the medical, psychological or social reports issued by authorized professionals that tracks your condition.

  • Copy of the family book; or a document that proves the relationship if the representative is the parent of the beneficiary

  • Copy of the disability resolution, if issued in another Comunidad Autónoma

In the case of minors, both legal parents need to sign the application form. If only one of the legal parents signs the form, present an affidavit. Bring a copy of every original document requested by the administration.


Registration

You can present the documents through any of the following systems:

  • Electronically through the website provided by the Canaries government. You will need a Cl@ve or a Digital Certificate to do this process.

  • In person at any of the listed offices.


RESOLUTION The process can take up to 3 months. If after this time-period you haven't received an update on the procedure, the process will be automatically rejected (subject to appeal). If you disagree with the disability degree given by the administration, you will have 30 days to appeal, counting from the date the resolution was notified.
